Dear Mr Rodrigues,
Thank you for taking the time to leave your review. We are genuinely sorry to hear that you are unhappy with our management of the building.
We take both the management of the property and leaseholder feedback seriously.
Throughout our appointment we have continued to arrange and oversee essential services for the building, including electricity supply, emergency lighting tests, fire alarm servicing, statutory compliance requirements, gardening and insurance among other items.
There have been occasions where urgent expenditure was required and the available service charge funds were insufficient to cover the cost. In those circumstances, the freeholder chose to advance funds to ensure that essential obligations could continue to be met, without charging interest on those sums.
Our intention has always been to ensure that the building remains maintained and compliant, even where funding and historic issues have created challenges.
We understand that the issues surrounding service charge funding and repayments have been a source of frustration, and we appreciate that leaseholders may hold differing views regarding these matters. However, our focus remains on ensuring that the building is properly managed and that all statutory and lease obligations are fulfilled.
We are sorry that your experience has not met your expectations and thank you, for sharing your feedback and for continuing to engage with us about resolving the building’s issues.

Pursuing debt unlawfully

We have received next to no service during the two years Hammond Properties have been in charge of 'managing' our leasehold property.

We continue to pay our service charges in full, but despite this they are now pursuing a number of invented 'debts' unlawfully.

We have made them aware on numerous occasions of them double counting both insurance and electricity costs, among others. Please note this is not addressed in their reply.

They refuse to engage with our complaints, refuse to amend erroneous Year End accounts, are two years late delivering outstanding accounts, and are pursuing us for a mysterious 'freeholder loan', for which they have produced totally inadequate evidence.

Furthermore, the 'loan' appears to relate to accounting periods where they have not even delivered the accounts.

On top of this, they proceed to invent 'administration charges' for our refusal to pay these specific items which are before a Tribunal for them to decide. These charges are outside the terms specified in the lease (despite what their reply states). Five separate leaseholders are united on this issue, so it is not a nuanced, subjective, or isolated incident.

We have begun our own First Tier Property Tribunal action against the freeholder (Three Keys Properties Ltd.), and I would urge anyone who finds themselves a victim of this unlawful behaviour to seek appropriate advice.

Dear Mr Wilkinson,
Thank you for taking the time to leave your review. We are sorry to hear that you feel let down by your experience and appreciate the opportunity to respond.
Whilst we recognise your concerns, there are a number of points where our records differ from the picture presented in your review. You say in your review both that you “continue to pay our service charges in full” and cite your “refusal to pay.” The administrative charges you refer to arise from provisions within the lease relating to late payment of the service charge. We delayed applying these charges for two months whilst continuing to correspond with leaseholders.
Despite significant funding challenges, essential services at the building have continued to be provided by the Freeholder, including emergency lighting testing, fire alarm servicing, statutory health and safety compliance, electricity procurement, gardening and insurance arrangements among other items.
The freeholder loan referred to in your review relates to expenditure incurred to cover essential building costs at times when sufficient service charge funds were not available. Supporting documentation, including invoices and bank records, have been provided to leaseholders and submitted as part of the ongoing tribunal proceedings.
We would also like to clarify that the duplicated electricity charges were the result of an administrative error by the utility provider, which was subsequently corrected with the appropriate credit applied to the account. As a result, leaseholders did not bear any additional cost.
We acknowledge the concerns regarding the outstanding accounts and are continuing to work towards having these finalised and signed off as soon as possible.
Whilst we appreciate that we may not agree on every aspect of the matters raised, we remain committed to managing the building responsibly and to addressing leaseholder concerns professionally and constructively and we do want to thank you for continuing to engage with us about the challenges facing the building.

I would strongly caution anyone against…

I would strongly caution anyone against using Hammonds Properties as a managing agent.

In our experience as leaseholders, communication, transparency, and timeliness have been extremely poor.

Annual service charge accounts were repeatedly provided years late, and despite management fees exceeding £2,000 per annum, the level of service has been extremely disappointing.

Management responsibilities for our building are relatively limited, yet resolving even basic issues and obtaining clear information has been unnecessarily difficult.

Based on our experience, I would be unable to recommend Hammonds Properties to freeholders, RTM companies, or share-of-freehold developments.

Dangerous avoid at all costs

Hammond took over our flat in Essex in the last year. We recently reached out MULTIPLE times in order to contact them about fire alarm safety issues with fire alarms going off when they shouldn't, and other fire alarms not working properly. The "emergency contact" number on our notice board to call if there is fire or emergency issues is no longer in use and we know we are contacting the right email as they have been ignoring my husbands emails but then sending us emails about sending people over to look for asbestos despite reports having been done when the pub was renovated into flats in 2015/2016. They charge you for things they don't provide like "cleaners" who only vacuum the bottom floor of the flat and do not dust and only come once every three months AND for garden maintenance when in fact we have NEVER had garden maintenance round in the 4 years we have lived here nor since hammond took over, our neighbour takes care of the garden entirely by herself (and we help use the lawn mower which she purchased herself). Totally unprofessional if you ask me. Due to the fire safety issue, we will be getting regulation bodies involved.

Hammonds deserve ZERO stars for this review!

HAMMOND PROPERTIES MANAGEMENT LTD (Sidcup) / Company number 10164980

Thank you for the response. I'd note that it engages selectively with individual details while leaving central complaints unanswered. As examples, there's still no specific delivery date offered for the outstanding service charge accounts, and no explanation for the increase to the management fee, which rose from £349.92 to £427.95 per leaseholder — a 22.3% increase, built on the two-tier 8%/25% uplift which Hammonds awarded itself.

It's also disappointing that many serious concerns raised privately are dismissed out-of-hand or go unanswered, while public reviews receive a reply.

HAMMOND PROPERTIES MANAGEMENT LTD (Sidcup) / Company number 10164980

As the leaseholder of an apartment in a small period building in Folkestone (I am 1 of 6 leaseholders) I despair at the dreadful service provided by Hammonds Properties Management Ltd.

Our Freeholder, Three Keys Properties Ltd (who share the same registered office address as Hammonds) announced in July 2024 that Hammonds Properties Management Ltd would take over the service and maintenance contract of our building with immediate effect.

The service provided by The Freeholder and Hammonds to-date has been nothing short of dreadful.

The Freeholder and Hammonds have broken the terms of our lease by not providing audited accounts since June 2022 (We are missing accounts from the last 3 years). Three Keys and Hammonds’ standard reply to our request for accounts, is to tell us: “we are working on providing the accounts”, but 13 months has passed and nothing but empty promises have been produced.

To make matters worse, Hammonds now hold the leaseholders to ransom, by dictating that emergency works must be paid in advance before they will organise any repairs or works (replacing a fire exit door and a door entry system/intercom), even though in 2022 the last audited accounts showed a VERY healthy sinking fund, and in the last 3 years the leaseholders have paid much more in service charge than could possibly have been spent on the building…..!

It seems that Hammonds staff purposely stall for time, hold up emergency works, and will present expensive and unreasonable options for works based on falsely inflated specifications.

It has taken more than a year to get them to order a new 2nd floor exit door, because the existing door was so rotten it could have been blown out of its frame by a strong gust of wind!

Hammonds inaction and lack of local knowledge has also resulted in them trying to impose contractors on us who are located hours away from Folkestone.

Consequently, leaseholders have had to take some matters into their own hands, and have organised the following:

1) weekly fire alarm testing;
2) locating and seeking quotes for a bi-monthly grass cutting and garden service;
3) locating and seeking quotes for a local contractor to replace the rotten exit door;
4) locating and seeking quotes for a local contractor to replace the door entry system & intercom;
5) liaising with the local council to provide new garden waste wheelie bin;
6) ad hoc repairs, installing compliant signage and changing light bulbs etc, and
7) Managing calls to the electric company, (who provide the communal electricity account) because Hammonds seemingly hadn’t noticed or considered the possibility that they would need to pay an electricity bill, so hadn't changed the name and address on the electric account when they took over the management of the building last year!

So while the leaseholders are doing all the legwork, Hammonds staff are apparently ignorant of basic statutory law, and choose to slow down repairs, and avoid answering the majority of our enquiries. Yet, the budget for the annual service charges, for the 2025-2026 period, shows Hammonds have awarded themselves an above inflation increase to their management fee……..

Based on the dire service delivery over the last 13 months Hammonds deserve "zero stars" for this review!

We are sorry to have received your one star review. Please see our comments below in relation to your review:

RE- 31 GA

We have the same address as act on behalf of the freeholder, so any correspondence for Three Keys Properties Ltd should be sent to Hammond Properties.

We are sorry you feel this way, whilst there has been some delay in responses, we have tried to progress as much as we can despite the delay with the handover documentation and funds for 31GA.

Hammond Properties have been managing the block since August 2024, therefore any previous YE accounts are not the responsability of Hammond Properties. We have however been working very closely with the previous accountants to have all previous years signed off.
Please note this is not one of our accountants and we are only working with them because most of the blocks we have taken management of have paid for the last 2-3 years accounts even though they have never been agreed and signed off by the previous agent. There has been some delay with these as we are having to review and answer queries for periods we did not manage.

We could have appointed our accountants which would have been quicker, but this would have resulted in additional/duplicated costs for all leaseholders. Which we have tried to avoid.

On the handover information we have as of the 20th August 2024 there was no reserve fund. There were works completed in October 2023 for a new Fire Alarm and our reports show a credit from the reserves fund, so we can only assume these funds have been used to pay for these works. We are unable to provide additional comments on this, as we did not manage the property at this time.

Funds have to be held before works can be instructed.

The specification for the fire door had been provided by a professional contractor, not Hammond Properties. The confusion on the specification did cause delay as we had conflicting information from contractors. When we took handover, the quote provided stated a fire door needed to be installed. The report the leaseholders had advised it did not need to be a fire door. We need to confirm either way before any door was ordered.

In relation to your comment around contractors being instructed based miles away, if you are referring to the fire alarm contractor, this was a contractor who had been attending the site under the previous managing agent, therefore we continued to allow them to attend and service the fire alarm.

In response to your list:
1) This is undertaken by a tenant- this information did not form part of the handover, so we were unaware of this. Leaseholders informed us of this.
2) The late Ms Johnson used to cut the grass, I believe you then started to do this. We were then advised that you were unable to continue and that you had sourced another contractor. We were never asked to obtain quotes for this service.
3) Our quote was to replace with a fire door, based on the original report. You sourced an additional quote for a door that was not fire rated based on another report you had.
4) While we were looking for local contractors a leaseholder put a contractor forward, we then obtained the quote and arranged the works.
5) This is not correct, we were contacted to obtain bins and we arranged this.
6) The fire alarm contractor advised us that one of the lights needed to be replaced, while we were communicating with the leaseholders for access, we were advised that the leaseholders had just replaced the bulb, and it did not require a contractor to reattend.
7) This is not correct. This was in the wrong name when we took over the block. We asked EDF multiple times to change the name and address. We were told several times this had been completed, however when a new bill was issued it was apparent it had not been completed. This was a continuous error with EDF, not Hammond Properties Management. A complaint was made with EDF.

Thank you
