Beware of PCM parking sites

I’ll start by saying be very careful if driving into an estate with a private car park run by this company!
I have recently received a pcn from them stating that I was parked in a No waiting area ,
The fact is that I was just dropping a resident back to her property and was actually in the road outside her block of flats for no longer than 18 seconds.
Of course I appealed this decision as it is ridiculous that they would or could class 18 seconds as parked as the pcn originally stated,The photographic evidence clearly shows myself and the resident pull up in the road and within 4 photographs her get out of the car then I drive away.As stated in many other reviews No one gets a successful appeal with this company and all they use are bullying tactics of threats that fines will increase and bailiffs will be passed your details and you will end up in court .
I was told in the return letter from pcm that there is no waiting on their sites as this is deemed parking and to drop someone off I should park in a bay, of which I’m sure not many people would ever consider doing to drop somebody off from your vehicle.
I would also say now that there are no cameras on this site as far as myself and the residents are aware which is where I will say again be careful as it has been noticed that the company actually prompt residents to send in anonymous photos of people pulling up on the private estate to send in so they can be fined, What the residents that would do this gain from this I don’t know,
All in all it seems like a legal scam that companies like these can bend the rules and regulations to extort money from the general public ,
Hopefully one day regulators will look deeper into these companies and they will have to change their practices

I live on a private estate

I live on a private estate. We have permit parking controlled by PCM. I paid for the renewal of my permit and was given a temporary code. I had this displayed every day for 2 weeks. On one occasion the paper with the code slipped and was not visible and I was given a ticket. Even though they have the details of my car, I had renewed the permit and paid for it before the deadline and had been displaying the code, they gave me a ticket for parking in a bay I pay for and is allocated to my property. I appealed and it was rejected. They gave me the date the permit was apparently sent out and I contacted them to say I had not received it. It arrived 3 weeks later! I know other residents are not happy with them either.

I had the unfortunate experience of being contacted by these people. After receiving a fine, I wrote to them:

"You completely lack any sense of morality. Your style of letter “we may refer your case...” is nothing more than children’s playground bullying tactics and is beneath contempt. The only reason I shall pay your £60 charge is to be rid of small-minded petty bottom feeders like you as quickly as possible."

This company exists only to extract fines from people who don't read their signage very carefully. There is no other reason for their owning the car park, no ticket machines or any method of paying for a longer stay. Steer clear of these car parks, they will make your life a misery.

I would like to give this −5 stars

I would like to give this −5 stars. Because that's what they deserve.
This company is a bunch of Robin crooks. When the signs Say 0800AM to 630pm Monday to Saturday. And they give me a ticket on a Sunday morning. And then tell you that in the small print. Which The sign is 10 Foot UP in the air that is 24 hours.
How hard is it to put the proper signs up in the proper places and put this is a 24 hour, 7 days a week parking. That's because they want to get you over a barrel. This lot of Robin people are just like the mayor of London They must be all related and be very proud of themselves of what they are doing to this country and absolutely destroyed it with great pleasure You can stick the 100 pound up your a*** and choke on it.
Scumbags.
Do not trust any of their PCM Signs, they just want your money.
And the estate owners, which is Peabody should Look into this problem and get them to put the proper signs up. They most probably won't do that because they get a percentage Of our hard-earned money, so they're happy NOT TO DO THAT.

I live on a private estate

I live on a private estate. We have permit parking controlled by PCM. We also have an agreement for deliveries and trades to deliver and work between specific hours but PCM abuse this and ticket deliveries and trades people regularly. They should not be used and should be stopped trading. I’m going to formally ask out management company and residents directors to cancel PCM and use another parking company

Just won the case against these scammers in Court.
They issued me with a fine in 2019 which became £299 in 2023, for parking on my friend's private bay with their permission to load couple of suitcases.
And the judge clearly saw the scam.
Do not pay them and challenge them in the court.

Bully’s that reject every appeal

You need to be a special person to work for a firm like this. By special I mean a heartless, cold blooded reptile, scumbag of a thief…. These people are the lowest form of life. They have no purpose, they are blood suckers of society, they have no honour, because they choose to rip people off and have formulated a procedure for their own personal gain, without any care in the world for the truth. They prey on fear and enjoy taking money off innocent people. The appeal process is a joke, regulators will find that anyone who appeals will get rejected. They withhold information, bully you into paying, even when completely innocent. feel very sorry for the hard working people who get caught by these scammers, and have endure stress despite having very reasonable grounds for appeal. Such a scam this… cant wait for them to fall on the swords. They will be found out soon, trust me!

Parking Control Management have issued…

Parking Control Management have issued an invoice demanding money on a site they operate with camera stating that we breached the terms and conditions of parking.
My vehicle was not on site for the duration of time claimed by PCM. In fact, the vehicle was parked else where on a public road.
Parking Control Management then claimed when we returned to the site that we stayed the entire time on their site having exceeded the parking time.

Unlike a Transport for London, they are business working that operate under common law. They want to appear like an authority and issue invoices that appear like penalty charge notices.

I am demanding the they look into there operations because they have a flawed system. It is not a great system when they are reluctant to respond and make excuses after excuses when you point it out their flaws and faults.

If I could I wouldn’t give a star at…

If I could I wouldn’t give a star at all. I pay for a council parking permit in a 24 hour controlled parking zone. It costs me £66 for 6 months. During the Summer holidays I drove my car into my estate to load our luggage for a week in Somerset. Loading took me at the most 5 minutes. I entered my property for less than two minutes to ensure my children had given me everything they wanted packing in the car. My son happened to look out the window and says Mum a Lexus (unmarked I might add) has pulled up and a man dressed in a stab vest has got out. I went straight out to find this fool looking at my car. Said he had to give me a ticket, I explained I was loading my vehicle to which this idiot carried on stating you haven’t got a permit to which I again explained I had been loading my vehicle and would be leaving shortly. He carried on so I drove my car back out onto the street where I have a permit. Literally round the corner. On my return from Somerset a week later I received a parking charge for £60. First I’d like to say I was not given the 10 minute grace period as the first picture of my vehicle was taken two minutes before the last of me driving away. My estate has no visible parking bays. There are cars parked all over the place many of them without permits and yet this fool gave me a ticket, not might I add in my hand. Today I have watched as a number of vehicles have parked outside for hours and yet where was that idiot? Nowhere to be seen. PCM you are a joke. You sell permits without providing bays so pedestrians entering out estate are constantly at risk. I will be taking this further.

An Unrepentant Parking Control Scammer Of The Highest Order!!!

This is nothing but an absolute scammer of a company trying to maximise their income in an unwarranted/unscrupulous manner. I was issued a MTVH staff/contractor parking permit by this same Parking Control Management (UK) Limited in March 2022 as a night staff at one of MTVH's contract sites in the Burnt Oak area of North West London; the parking permit is still current as there is no expiry date stated on it. I displayed the permit in front of my vehicle (dashboard top) parked at my work premises of my work location and it was visible from the outside. However, the parking control assistant/parking control company claimed it was tampered with and not visible. As far as I am concerned the parking permit was visible enough and the space where I parked was legally being used by me as I was working my shift as am employee and at the premises where my vehicle was parked at the material time. I was in no way depriving any other authorised persons/users of the benefit of the use of the space or the company loosing any expected income for my parking in the identified space.
I made a formal appeal within the specified period against the issued PCN on the grounds as stated above. However, I NEVER received any response to my formal appeal; I only received a letter at a point demanding for a full payment of £100 in which it was referred/stated that it exceeded the discounted period of 14 days for which I could pay £60. I contacted Parking Control Management (UK) Limited asserting that since I never received the response to my formal appeal, why have they in a way ignored my appeal and requested for immediate full payment of £100. I spoke to one of their employees by the name of Chloe (unfriendly attitude) who claimed that a letter has already been sent to me rejecting my appeal. I insisted that such letter never arrived at my home address. She promised to send a copy which I later received through the mail at my home address; I only saw this copy as sent after I returned from a short holiday abroad. I believe the initial letter of rejection was never posted since it never arrived at my door/address; in so doing Parking Control Management (UK) Ltd unreasonably deprived me (intentionally or unintentionally)/ of my right to making a formal appeal to the Independent Appeals Service in a timely manner (within the 21 days period of the formal rejection) as it applies. To my surprise this same company is now demanding for the payment in the sum of £170; while it still hasn't granted me the right to make the formal appeal on the Alternative Despute Resolution Scheme for what is rightly deemed to be an incorrect decision made by the Parking Control Management (UK) Ltd.

Disgrace of a company. They should be banned.

Disgrace of a company. The Uk government should ban companies like this. All they want is your money. No regard for anything. Like they wait for you to make a mistake and boom! Who gives ticket at 2am?
Even if your permit is displayed, they make it look like it’s been tampered with. Very useless company and cowards. Quick to sell to debt recovery agents. How can I get ticket for parking on my own lot? These people should be banned in my honest opinion. You park in front of even a coop shop in your own estate to shop, you get a parking charge notice. Phoenix quarters should do away with these heartless humans. It is terrible to own a house there cos of these people.
I am a resident, I have a designated lot, they are still quick to give tickets when they claim they can’t read the permit. Are we complaining?
Stupid company.

Would score zero if I could.

Would score zero if I could.

Received a fine for parking in my own parking space outside my house. Permit had slipped onto the floor when I closed the door and conveniently was left out of the pictures the leech of a parking attendant took, despite still being able to see it through the passenger side window. Of course my appeal was rejected, accompanied by the most condescending note. I am not a child, merely an adult who made a human error. Absolutely appalling treatment.

Scam of a company

Scam of a company, parked up to visit a friend and fly out to Istanbul, also displayed permits for my stay and asked if my friends flat mates could renew the permits once they ran out, which they did. Didn't try and look at the permit and still gave me a ticket when the permit was displayed on the dash which I can toughly recall it was on top of the dash. Have appealed but like these robbing scammers they will do anything to avoid it, wont be paying this at all. Useless.

I live in a block of flats which has a private car park controlled by P.C.M. Parking bays for residents and visitor bays are there. Notices are displayed saying it is private. An abandoned vehicle (Land Rover Discovery) has been left on the car park since 4th May 2023 taking up two bays. I've reported it to P.C.M. and they haven't put a ticket on it and haven't penalised it. Terrible service. I get the feeling the novelty has worn off when it comes to parking enforcement. 0 out of 10 service.

What a shame can't score ZERO.

What a shame can't score ZERO.
Absolutely disgusted with this company.
May 12th 2023 car broke down in a retail park. RAC were called and came within 2 hours Our starter motor had jammed.

We get letter saying we are being fined for staying in excess of three hours.

I sent email explaining situation and also I included full fault report from RAC which states 'Starter motor jammed..car is immovable".

Sent appeal in with RAC report which CLEARLY states what was wrong with car etc etc.

Today received letter saying our appeal has been rejected .. this is what it more or less said.

"If One had taken the time to look at the signage and telephoned PCM immediately then it could have been dealt with".
PCM..question for you.. if "one" had rung up as you suggested what would YOU have done about our car?.. would you haved called a mechanic?... I doubt that

. As I said in my reply to that "how many folk who break down in a retail park think "Oh!.. I'd better ring PCM up".. bloody none I bet as like us they would be more bothered about getting their car sorted.

Disgraceful company with idiotic excuses of how to get public to pay.

Told PCM I'm seeking legal advice as they are totally out of order

Update: email sent to local MP . MP has sent letter to PCM on our behalf as he agrees this is unacceptable and we have genuine mitigating circumstances why we should not have to pay. Awaiting reply from our MP.

These private parking companies are parasites and need stopping .

UPDATE; Our local MP is now involved with this.. however in meantime the 2nd apeal to Independent appeals service has also been rejected .
This is out of order. PCM and IAS are leeches.. parasitic excuses for human beings.
By the way PCM we won't be bullied or harassed into paying your fine based on the fact your flimsy excuse being "if one had telephoned PCM it would have been dealt with".
You set of condescending leeches.
